APAC MINUTES
(February 24, 2009)

Members present: Midgarden, chairperson, Borchers, Brisch, Conteh, Crockett, Ellingboe, Haak, Hammerschmidt, Hill, Jeppson, Mafla-Bustamante, Mouch, Sando, Schwartz, Walseth, Williams.

Absent: Blunsom, Clapp, Goodman, Hamrick, Holt.

  1. Approval of the 2-10-09 APAC Minutes
    Mouch moved. Conteh seconded to approve the 2-10-09 APAC minutes.
    Motion carried unanimously.

    Midgarden informed APAC that she will be meeting with one of the candidates for the Dean of the College of Social and Natural Sciences at 4:00 p.m. on March 10. She asked APAC members if they would like to have a short agenda that day and end early or if they would like to cancel the March 10 APAC. Consensus was to cancel and add a May meeting if necessary.

  2. School of Nursing and Healthcare Leadership
    Mouch moved. Ellingboe seconded to approve the following credit correction:
    NURS 704: Clinical Prevention and Population Health was approved as a new 3 credit course at the 5-2-06 APAC, however, this was a typing error and course should have been approved as 4 credits.
    Motion carried unanimously.
  3. Minor Changes – University Writing Committee approval or Dragon Core Committee approval designated by (W) or (DC).Economics Department
    Change course description and prerequisites:
    ECON 300: Global Economic Issues (3 crs) effective Fall 2009
    There were no concerns, approved as announced.

    History Department
    Change course title and course description:
    HIST 304: Africa II (3 crs) to HIST 304: Africa in World History (3 crs) in the Outer Cluster, DC 8: Global Perspective effective Fall 2009 (course will retain LS Div F designation) (DC)

    Languages and Cultures Department

    Mass Communications Department
    Change course title, course description and prerequisites:
    MC 405: Computer-Assisted Reporting (3 crs) to MC 405: Writing for the Web (3 crs) effective Fall 2009

    Hill moved. Conteh seconded to remove the motion to increase course credits, change course number, course level and course description from the table and approve:

    Motion carried unanimously.

    English Department

    Hill moved. Haak seconded to approve the following new graduate level course:
    ENGL 417/517: Issues of Death and Grief: Creative Non-Fiction of Life and Loss (3 crs) as a Graduate course effective Fall 2009 (course was previously approved as a new undergraduate course)

    History Department
    Henry Chan was present to answer questions.
    Conteh moved. Hill seconded to increase course credits, change course title and course description:
    HIST 220: Asian-American Culture (2 crs) to HIST 220: Asian-American Experience (3 crs) in the Middle Cluster, DC 7: Human Diversity effective Spring 2010 (DC)

    School of Teaching and Learning

    Speech-Language-Science-Hearing Department (Speech-Language Pathology)

    Annette Morrow was present to answer questions.
    Hill moved. Mafla-Bustamante seconded to approve the following new courses:
    HIST 383: Ancient Near East I: Greece (4 crs)
    HIST 384: Ancient Near East II: Rome (4 crs)
    HIST 385: History of Christianity (4 crs)
    HIST 386: Muhammad and the Origins of Islam (3 crs)
    HIST 387: History of Byzantium (3 crs)
    HIST 389: History of Ancient Israel (3 crs)

    Discussion:
    Schwartz stated that the library does not have enough resources to support these classes. Morrow explained that she would be relying on interlibrary loan and journal articles. She has taught all these courses as topics and students did not have problems accessing material. There are also required textbooks for each class.
    Schwartz argued that when students get all their materials elsewhere for a course, it makes a statement about the quality of our library. Midgarden replied that the Tri-College interlibrary loan system was created to be a pool of resources without duplication of materials.
    Motion carried with 9 in favor and 1 opposed.

    Paralegal Department
    Judy Streich was present to answer questions.
    Brisch moved. Williams seconded to approve the following new course:
    PARA 201: You and the Law (3 crs) in the Outer Cluster, DC 9: Ethical and Civic Responsibility effective Fall 2009 (DC)
    Motion carried unanimously.

    Political Science Department/International Studies Program
    Andrew Conteh was present to answer questions.
    Hill moved. Mafla-Bustamante seconded to approve the following new course:
    POL/INTL 364: International Migration (3 crs) in the Outer Cluster, DC 8: Global Perspective effective Fall 2009 (DC)
    Motion carried unanimously.
    Hill moved. Ellingboe seconded to approve the following new course:
    POL/INTL 370: Understanding International Security (3 crs) in the Outer Cluster, DC 8: Global Perspective effective Spring 2010 (DC)
    Discussion:
    Hammerschmidt inquired why the form asks questions about faculty load if APAC is not supposed to act on faculty load.
    Jeppson indicated that the load questions are more for deans than APAC. There were several suggestions to revise the form to avoid confusion.
    Motion carried unanimously.

    Sociology and Criminal Justice Department
    Joel Powell was present to answer questions.
    Brisch moved. Hill seconded to approve the following new course:
    CJ 111: American Criminal Justice (3 crs) in the Foundation Four, DC 2: Critical Thinking effective Fall 2009 (DC)

    Brisch moved. Williams seconded to approve the notice that Art and Design will be asking MnSCU for a waiver of the 120 credit cap.

    Douglas Greenley and Gregory Stutes were present to answer questions.

    Ellingboe moved. Schwartz seconded to approve the following changes:

    B.A. Degree in Film Studies – Emphasis in Film History and Criticism and Emphasis in Film Production (Total credits remain the same, Core Requirements decrease from 26 credits to 23 credits and the Emphasis Requirements increase from 26 credits to 29 credits)

    Mathematics Department (all effective Fall 2009)
    Ellen Hill was present to answer questions.
    Mouch moved. Conteh seconded to approve the new MDEV rubric for developmental mathematics courses.
    Motion carried unanimously.
    Mafla-Bustamante moved. Haak seconded to approve the following new course:
    MDEV 102: Mathematical Concepts (4 crs)
    Discussion:
    Hill indicated that the course is designed to prepare students for MATH 102. Currently students have to take a prep class at MSCTC. A lot of those students decide to stay at MSCTC so having this
    class here will help keep students at MSUM. The course will count for college credit.
    Williams expressed concern about giving college credit for a remedial course. Hill explained that in order to reduce the number of semesters of math students are required to take, this course condenses two semesters into one semester of prep for MATH 102. All the universities, except St. Cloud State, give college credit for their math prep course.
    Motion carried with 9 in favor and 1 opposed.
    Mouch moved. Conteh seconded to approve changing the course rubric, number, and title and increasing course credits:
    PDEV 100: Intermediate Algebra (3 crs) to MDEV 127: Intermediate Algebra (4 crs)
    Motion carried unanimously.
