MinnState’s Purchasing Policy 5.14 Amended

The Board of Trustees has formally approved amendments to Policy 5.14, aimed at refining and enhancing the procurement and contracting procedures within Minnesota State. The modifications to Policy 5.14 are outlined as follows:

Adjustment of Threshold for Sourcing Events: The threshold for requiring sourcing events, including Requests for Proposals (RFP), Requests for Bids (RFB), and similar procurement activities, has been elevated from $50,000 to $100,000.

  • For purchases and contracts valued at less than $50,000, securing two quotes is recommended where feasible.
  • For transactions ranging from $50,000 to under $100,000, it is mandatory to obtain two quotes.


Board Approval Requirement
: The threshold for requiring Board of Trustees’ approval has been raised from $1,000,000 to $3,000,000.

  • Accompanying this change, related procedures outlined in sections 5.14.2 and 5.14.5 have been updated to incorporate specific guidelines for reporting contracts valued between $1 million and $3 million.


Mandatory Use of Approved E-Procurement Systems
: All contracts are required to be documented and managed within an approved electronic procurement system. The systems recognized for this purpose include:

  • Marketplace
  • eBuilder (specifically for Facilities-related contracts)
  • Salesforce (for Workforce Development initiatives)


These policy amendments are effective immediately and are intended to streamline procurement processes, enhance efficiency, and ensure greater transparency and accountability in contracting practices.
